Budget and Expense Management

I cannot for the life of me find an app or platform that does what I need it to do. I manage a household of 5 people who are extremely complacent when it comes to paying for rent and bills on time. I need an app which makes it easy for them to be reminded, held accountable and make payments directly.
It will need to be able to put expenses into groups, that i can allocate a split to and they can pay directly. It will need to have scheduling so I can opt for due dates etc.
