Cold sheet metal forming

Is there a tool capable of generating a cold sheet metal mold, using a sample of the piece to be produced as a reference? Essentially, given the sample, through photos and measurements, derive the mold and all its components, with measurements that take into account the bending and cutting parameters, which vary for each thickness and type of material to be stamped.

Currently, a process using CAD is employed, but it requires a lot of time and expensive software.
