Living Pictures

I want an AI tool that can turn a still photo, with people in it, into a short video with all the various elements moving. For example, if I upload a family photo of of five people of various ages (typical 5 member photo) and the photo has been taken in a park I want the AI tool to make the gmfamily seem as though they are having fun in the park and the trees are moving with the breeze, clouds in the sky are moving etc.
